Project Description
Subject to conditions prescribed by the University of California San Diego, sealed bids for a CM at Risk contract are invited for the following work:

Description of Work: Ridge Walk is one of the primary non‐vehicular circulation features of the UC San Diego campus.  As the campus has grown, the resulting form of Ridge Walk is a combination of direct and meandering segments, which compromises the integrity of this north-south academic corridor. The project is an opportunity to restore the legibility of the Ridge Walk corridor, acknowledging its formal and functional history, while also improve clarity, access, vitality and comfort. The project will create an enhanced pedestrian and cyclist experience with an emphasis on Ridge Walk identity and wayfinding. The project site area is approximately 7.5 acres.

The unifying elements will include a family of site furnishings, pedestrian lighting and signage. Groups of trees join the pedestrian lighting, with both spaced in regular intervals along Ridge Walk. Enhanced decorative paving will also help to make Ridge Walk distinct from its surrounding paths and spaces, and it will help to differentiate bicycle and pedestrian spaces. The pedestrian walkway will be separated from the bike paths where possible, and the two will have different paving treatments. The pedestrian and bike paths are laid out and sized to allow movement between gathering spaces focused around key nodes. These nodes with varies seating options offer opportunities to allow for groups of varying sizes to gather.  

Project duration is 300 calendar days (30 Preconstruction Days and 270 Construction Days).

Bid Deadline: Sealed bids and Best Value Questionnaire must be received on or before 2:00 P.M., TUESDAY, MAY 28, 2019.

Level II Interviews will be conducted on WEDNESDAY, JUNE 5, 2019. A schedule and supplemental interview information will be provided in the Interview Documents (issued under a separate cover).

Bids will be opened at: 2:00 P.M., THURSDAY, JUNE 6, 2019 at the address above in the Small Conference Room (Suite 466A).
Mandatory Pre-Bid Project Site Visit. A mandatory pre-bid project site visit will be conducted on WEDNESDAY, MAY 15, 2019, beginning promptly at 11:00 A.M. Only those bidders who participate in the pre-bid project site visit, in its entirety, will be allowed to bid on the project. Participants shall meet at Main Gym steps located on the east side, adjacent to Ridge Walk. Plan to arrive in ample time to secure parking prior to the scheduled meeting time. UC San Diego maps can be found at Bidders shall come prepared with questions concerning needed clarifications and shall only send their project manager, superintendent, or other construction professional intended to work on the project to attend this meeting. Bid Security in the amount of 10% of the Anticipated Contract Amount shall accompany each Bid. The surety issuing the Bid Bond shall be, on the Bid Deadline, an admitted surety insurer (as defined in California Code of Civil Procedure Section 995.120).

The lowest responsible bidder will be selected on the basis of the best value to the University.

The objective criteria and methodology used to determine Best Value are described in the Bidding Documents. The best value to the University is the selection resulting in the best combination of price and qualifications.

The successful Bidder and its subcontractors will be required to follow the nondiscrimination requirements set forth in the Bidding Documents and to pay prevailing wage rates at the location of the work. The successful Bidder will be required to have the following California current and active contractor's license at the time of submission of the Bid: License B – General Building Contractor.
Every effort will be made to ensure that all persons have equal access to contracts and other business opportunities with the University within the limits imposed by law or University policy.  Each Bidder may be required to show evidence of its equal employment opportunity policy. The successful Bidder and its subcontractors will be required to follow the nondiscrimination requirements set forth in the Bidding Documents and to pay prevailing wage at the location of the work.

The work described in the contract is a public work subject to section 1771 of the California Labor Code.

Contractors and subcontractors on all public works projects must use the DIR’s upgraded electronic certified payroll reporting (eCPR) system to furnish certified payroll records (CPRs) to the Labor Commissioner.

No contractor or subcontractor, regardless of tier, may be listed on a Bid for, or engage in the performance of, any portion of this project, unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 and 1771.1.

This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations.

The successful Bidder shall pay all persons providing construction services and/or any labor on site, including any University location, no less than the UC Fair Wage ($15 per hour as of 10/1/17) and shall comply with all applicable federal, state and local working condition requirements.
