Description of Work: The project is composed of the Pepper Canyon Amphitheater, the surrounding public realm, Design & Innovation building landscaping, a Stuart Collection art installation consisting of the Rupertus Concordance walk and guideway swings, east façade enhancements for three existing Visual Arts Buildings and a temporary fieldhouse replacement at Warren Field. The work is required to complete the surrounding public area improvements instigated by the arrival of the Light Rail Transit Station at Pepper Canyon.
Project duration is 1180 calendar days (450 Preconstruction Days and 730 Construction Days).

Bid Deadline: Sealed bids and Best Value Questionnaire must be received on or before 2:00 P.M., WEDNESDAY, JUNE 5, 2019.
Level II Interviews will be conducted on TUESDAY, JUNE 11, 2019. A schedule and supplemental interview information will be provided in the Interview Documents (issued under a separate cover).
Bids will be opened at: 2:00 P.M., WEDNESDAY, JUNE 12, 2019 at the address above in the Large Conference Room (Suite 466).
Mandatory Pre-Bid Project Site Visit. A mandatory pre-bid project site visit will be conducted on TUESDAY, MAY 28, 2019, beginning promptly at 11:00 A.M. Only those bidders who participate in the pre-bid project site visit, in its entirety, will be allowed to bid on the project. Participants shall meet at the corner of Voigt and Lyman, in the vicinity of the northern entrance of SME Building. Plan to arrive in ample time to secure parking prior to the scheduled meeting time. Bidders shall come prepared with questions concerning needed clarifications and shall only send their project manager, superintendent, or other construction professional intended to work on the project to attend this meeting. Bid Security in the amount of 10% of the Anticipated Contract Amount shall accompany each Bid. The surety issuing the Bid Bond shall be, on the Bid Deadline, an admitted surety insurer (as defined in California Code of Civil Procedure Section 995.120).
The lowest responsible bidder will be selected on the basis of the best value to the University.
The objective criteria and methodology used to determine Best Value are described in the Bidding Documents. The best value to the University is the selection resulting in the best combination of price and qualifications.
The successful Bidder and its subcontractors will be required to follow the nondiscrimination requirements set forth in the Bidding Documents and to pay prevailing wage rates at the location of the work. The successful Bidder will be required to have the following California current and active contractor's license at the time of submission of the Bid: License B – General Building Contractor.
Every effort will be made to ensure that all persons have equal access to contracts and other business opportunities with the University within the limits imposed by law or University policy. Each Bidder may be required to show evidence of its equal employment opportunity policy. The successful Bidder and its subcontractors will be required to follow the nondiscrimination requirements set forth in the Bidding Documents and to pay prevailing wage at the location of the work.
The work described in the contract is a public work subject to section 1771 of the California Labor Code.
ALL CONTRACTORS AND SUBCONTRACTORS MUST BE REGISTERED WITH THE DEPARTMENT OF INDUSTRIAL RELATIONS (DIR) AT BID TIME.

Contractors and subcontractors on all public works projects must use the DIR’s upgraded electronic certified payroll reporting (eCPR) system to furnish certified payroll records (CPRs) to the Labor Commissioner.
No contractor or subcontractor, regardless of tier, may be listed on a Bid for, or engage in the performance of, any portion of this project, unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 and 1771.1.
This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations.
The successful Bidder shall pay all persons providing construction services and/or any labor on site, including any University location, no less than the UC Fair Wage ($15 per hour as of 10/1/17) and shall comply with all applicable federal, state and local working condition requirements.
