The scope of this project provides a new 18” dia. campus direct-bury chilled water loop between Hopkins Drive and Atkinson Hall following along Voigt Drive and Engineer Lane. The project installs an 8” dia. reclaim water service extension from Hopkins Drive to the intersection of Voigt Drive and Engineer Lane where it then splits line size north, towards the FAH site and south, towards the Warren Mall area. Finally, the project installs a Telecommunications duct bank system from an existing vault at Hopkins Drive to the Franklin Antonio Hall site and points south from the intersection at Voigt Drive and Engineer Lane. Vaults for each service are installed per the drawings at various locations as required for each utility distribution system.
The University seeks Contractors with demonstrated experience with the installation of underground utility infrastructure in active public streets, bike paths, and thoroughfares, and chilled water piping installation and connection of active campus wet utility systems while not impacting operations. Specific experience requirements include: installation of underground Large Bore HDPE chilled water systems, reclaimed water utility systems, Data/Telecom Duct Bank Systems, precast and Cast-In-Place underground concrete utility vaults, relocation of existing underground utility relocation and interconnection to operational hydronic systems.
Estimated Project Duration: Phase 1 - Eight (8) months; Phase 2 – Three (3) months with a one year lag between phases.
The Contractor shall have demonstrated an average annual business revenue of at least $20,000,000 over the last five (5) consecutive years. The Contractor must have demonstrated experience on a minimum of three (3) comparable projects with the Contractor providing services as A - General Engineering Contractor within the last ten (10) years. Projects should have possessed the following construction challenges: urban site work with limited construction and staging area, project complexity requiring critical path construction scheduling to complete on time, repair of utilities requiring proactive and innovative solutions due to noise, dust, and pedestrian traffic while building is occupied and research is ongoing, project complexity requiring tracking of multiple functions and phases, project complexity requiring critical path construction scheduling to complete on time, and complex phasing plan development and execution.

A second mandatory Prequalification Conference will be conducted on Wednesday, April 17, 2019 at 1:30 p.m.
*If your firm attended the initial Prequalification Conference on Friday, April 12, 2019, it is not mandatory to attend the 2nd mandatory Prequalification Conference.
Attendance at the Prequalification Conference is mandatory for Contractors attempting to become prequalified to bid on this specific project.
Metered parking spaces are available (for up to 2 hours) in the service yard/shuttle stop parking lot and underground parking area of Torrey Pines Center South. Please allow ample time to secure parking. Contractors must be present for the entire conference.

No contractor or subcontractor, regardless of tier, may be listed on a Bid for, or engage in the performance of, any portion of this project, unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 and 1771.1.
This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations.
The successful Bidder shall pay all persons providing construction services and/or any labor on site, including any University location, no less than the UC Fair Wage (defined as $15 per hour as of 10/1/17) and shall comply with all applicable federal, state and local working condition requirements.
