PROJECT DESCRIPTION:

The existing Natural Hazards Engineering Research Infrastructure (NHERI) facility Large High Performance Outdoor Shake Table (LHPOST) located at Elliott Field is being upgraded from a single degree of freedom (1DOF) to a six degrees of freedom (6DOF) table.  The Make Ready Contractor will provide certain demolition and new construction in preparation for system upgrades to be completed by other parties.  The project consists of a combination of coordinated construction activities between the Contractor, the equipment supplier providing material and labor for system upgrades, and the University’s on-site staff completing select installation activities.

The University seeks Contractors with demonstrated experience in commercial or research laboratories and other facilities that contain a high degree of technical / aesthetic complexity. Specific experience requirements include: working in and around sensitive electronic equipment, extensive crane picks removing existing and installing new equipment, construction next to an environmentally sensitive area, and demonstrated coordination with other trades, and renovations/ upgrades to existing outdated space.

Construction duration is nine (9) months.

The Contractor shall have demonstrated an average annual business revenue of at least $3,000,000 over the last five (5) consecutive years. The Contractor must have demonstrated experience on a minimum of three (3) and maximum of (5) comparable projects with the Contractor providing services as General Contractor within the last ten (10) years. Projects should have possessed the following construction challenges: urban site with limited construction and staging areas, complex phasing plan developments and execution with multiple stakeholders, removal of an existing hydraulic oil accumulators and installation of new larger capacity  accumulator system, installation of a temporary shoring system and relocation of a shake table (platen), modifications to an existing building in preparation for demolition and new equipment installation and mechanical and electrical system modifications to support new equipment.

No Prequalification Questionnaire will be received after 4:00 P.M., Wednesday, May 1, 2019.

Confidentiality of the information provided will be respected to the extent permitted by law.

Response to the Prequalification Questionnaire must be submitted on the forms contained within the Prequalification Questionnaire available at the address above.

All information requested in these forms must be provided in order to be considered "responsive" to the requirements of the prequalification.  The University contacts are Rick Lyons, Project Manager, 858-822-4834 or Rhonda Mitchell, Contracts Manager, Capital Program Management (858) 822-3126.

A mandatory Prequalification Conference will be conducted on Wednesday, April 24, 2019, at 1:00 P.M. at Capital Program Management, 10280 N. Torrey Pines Rd., Ste 466, Large Conference Room, La Jolla, CA 92037.  Campus maps can be found at http://maps.ucsd.edu.

Attendance at the Prequalification Conference is mandatory for Contractors attempting to become prequalified to bid on this specific project.

Metered parking spaces are available (for up to 2 hours) in the service yard/shuttle stop parking lot and underground parking area of Torrey Pines Center South.  Please allow ample time to secure parking. Contractors must be present for the entire conference.

No contractor or subcontractor, regardless of tier, may be listed on a Bid for, or engage in the performance of, any portion of this project, unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 and 1771.1.

This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations.

The successful Bidder shall pay all persons providing construction services and/or any labor on site, including any University location, no less than the UC Fair Wage (defined as $15 per hour as of 10/1/17) and shall comply with all applicable federal, state and local working condition requirements.
