Project Description
Subject to conditions prescribed by the University of California San Diego, sealed bids for a CM at Risk contract are invited for the following work:

MAYER HALL STUDENT SUCCESS CENTER

Description of Work:  Mayer Hall Addition is a 5-story, 88305 gross square foot building located in Revelle College.  The building was occupied in 2009 and predominantly houses laboratory and research space.
The project scope will consist of, but not be limited to, renovating two (2) laboratory spaces and storage spaces, on the first level of Mayer Hall Addition.  The interior renovation will provide an open environment for student use with study areas, lounge areas and a conference room.  The renovation will include interior architectural improvements, updated finishes, mechanical, electrical, data/telecom and audio visual systems and code-required upgrades to fire protection, egress and universal design,. 

Project duration is 186 calendar days (56 Preconstruction Days and 130 Construction Days).

There is no charge for the Bid Documents which will be made available to the prequalified bidders.  Only prequalified bidders will be allowed to submit a Bid on this project.  The following bidders have been prequalified to bid on this project:

Bid Deadline: Sealed bids and Best Value Questionnaire must be received on or before 2:00 P.M., TUESDAY, MAY 7, 2019.

Level II Interviews will be conducted on MONDAY, MAY 13, 2019. A schedule and supplemental interview information will be provided in the Interview Documents (issued under a separate cover).

Bids will be opened at: 2:00 P.M., TUESDAY, MAY 14, 2019 at the address above in the Temporary Conference Room (beside Suite 466A)
 
Mandatory Pre-Bid Project Site Visit. A mandatory pre-bid project site visit will be conducted on FRIDAY, APRIL 26, 2019, beginning promptly at 9:00 A.M. Only those bidders who participate in the pre-bid project site visit, in its entirety, will be allowed to bid on the project. Participants shall meet in front of Mayer Hall Addition on the west side of the building (map enclosed). Plan to arrive in ample time to secure parking prior to the scheduled meeting time. Bidders shall come prepared with questions concerning needed clarifications and shall only send their project manager, superintendent, or other construction professional intended to work on the project to attend this meeting. Bid Security in the amount of 10% of the Anticipated Contract Amount shall accompany each Bid. The surety issuing the Bid Bond shall be, on the Bid Deadline, an admitted surety insurer (as defined in California Code of Civil Procedure Section 995.120).

The University will determine the apparent Highest Overall Bidder on the basis of Best Value.

The objective criteria and methodology used to determine Best Value are described in the Bidding Documents. The best value to the University is the selection resulting in the best combination of price and qualifications.

The successful Bidder and its subcontractors will be required to follow the nondiscrimination requirements set forth in the Bidding Documents and to pay prevailing wage rates at the location of the work. The successful Bidder will be required to have the following California current and active contractor's license at the time of submission of the Bid: B – General Building Contractors.

Every effort will be made to ensure that all persons have equal access to contracts and other business opportunities with the University within the limits imposed by law or University policy.  Each Bidder may be required to show evidence of its equal employment opportunity policy. The successful Bidder and its subcontractors will be required to follow the nondiscrimination requirements set forth in the Bidding Documents and to pay prevailing wage at the location of the work.

The work described in the contract is a public work subject to section 1771 of the California Labor Code.

ALL CONTRACTORS AND SUBCONTRACTORS MUST BE REGISTERED WITH THE DEPARTMENT OF INDUSTRIAL RELATIONS (DIR) AT BID TIME.

Contractors and subcontractors on all public works projects must use the DIR’s upgraded electronic certified payroll reporting (eCPR) system to furnish certified payroll records (CPRs) to the Labor Commissioner.

No contractor or subcontractor, regardless of tier, may be listed on a Bid for, or engage in the performance of, any portion of this project, unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 and 1771.1.

This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations.

The successful Bidder shall pay all persons providing construction services and/or any labor on site, including any University location, no less than the UC Fair Wage ($15 per hour as of 10/1/17) and shall comply with all applicable federal, state and local working condition requirements.

Estimated construction cost: $640,000
