Estimated Construction Cost: $2,000,000
The University, specifically Facilities Management, seeks Contractors with demonstrated experience in general civil and site improvements, repairs, maintenance, deferred maintenance, rehabilitation, underground piping systems (sewer, irrigation, drainage), landscaping mitigation and any required incidental professional and technical services utilizing the Job Order Contracting delivery method. JOC experience is highly preferred. All works under this contract will be performed on or at facilities owned, leased, or managed by the University of California, San Diego.
The Contractor will be required to bond for the initial amount of $1 million at the time of contract award and increase the bond amount up to the maximum of $2 million as the Job Order Authorization amount exceeds the initial $ 1 million.
The following “specialized work” is excluded from this JOC contract:
1. Work managed by Capital Project Management
2. Work managed by Campus Housing & Dining
3. Work managed by UC San Diego Medical Center
The Contractor shall have demonstrated an average annual business revenue of at least $2,000,000 over the last five (5) consecutive years. The Contractor must have demonstrated experience on a minimum of three (3) Comparable Projects with the Contractor providing services as General Engineering Contractor within the last ten (10) years.
The Comparable Projects should have possessed the following construction challenges:
1. Urban site work with limited construction, staging and parking areas.
2. Projects within a fully operational environment.
3. Project complexity requiring tracking of multiple functions and phases.
4. Project complexity requiring critical path construction scheduling to complete on time.
5. Working around school/organization schedule and coordinate with various departments/agencies.
Ordering is accomplished by means of issuance of Job Order Authorizations against the Contract. Contractor may be required to perform several Job Order Authorizations concurrently. The number, dollar value, and sequence of Job Order Authorization issuance is solely at the discretion of the University. The Contractor, under the JOC contract, furnishes all management, labor, materials, and equipment needed to perform the work.
The JOC will have a Base Term of 1 year with University holding an option to renew for two (2) additional 1-year periods ("Option Terms"). Individual Job Order Authorizations will most likely fall between $25,000 and $250,000. In no instance shall a single Authorization exceed $1,000,000. The total combined cost for all Job Orders issued will not exceed $2,000,000 during the 1-year Base Term, and $2,000,000 during each 1-year Option Term, if exercised by the University. The minimum value of work to be purchased under this Contract will be $25,000. No maximum Contract amount is guaranteed.

Response to the Prequalification Questionnaire must be submitted on the forms contained within the Prequalification Questionnaire available at the address above.
All information requested in these forms must be provided in order to be considered "responsive" to the requirements of the prequalification. A mandatory Prequalification Conference will be conducted on TUESDAY, MAY 14, 2019, at 1:00 P.M. at Campus Services Complex (CSC) Building D Training Room located at Facilities Management, Campus Services Complex Building D on Greenhouse Lane off Voigt Drive. Campus maps can be found at http://maps.ucsd.edu.
Attendance at the Prequalification Conference is mandatory for Contractors attempting to become prequalified to bid on this specific project.
Short term metered Visitor Parking areas are available in front of Building D (street address is Greenhouse Ln.). There is also a Visitor Parking Lot with Pay Station off Voigt Drive. Please allow ample time to secure parking. Contractors must be present for the entire conference.

No contractor or subcontractor, regardless of tier, may be listed on a Bid for, or engage in the performance of, any portion of this project, unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 and 1771.1.
This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations.
The successful Bidder shall pay all persons providing construction services and/or any labor on site, including any University location, no less than the UC Fair Wage (defined as $15 per hour as of 10/1/17) and shall comply with all applicable federal, state and local working condition requirements.
