Project Description

Subject to conditions prescribed by the undersigned, Prequalification Questionnaires from Contractors licensed as follows:

C-20 Warm-Air Heating, Ventilating and Air-Conditioning Contractor

are invited for the following work:

Estimated Construction Cost: $1,100,000


Phased replacement three (3) Air Handling Units (AHU-1,-2,-3) and three (3) Exhaust Fans (EF-1,-2,-3) serving the Center for Neural Circuits and Behavior (CNCB) building. The AHUs and EFs all operate within the range of 10,000 to 15,000 CFM each. The AHUs are located at the ground level inside a mechanical room and the exhaust fans are on the roof of the building. The new air handling units and exhaust fans will be integrated into the existing building management control system.  The new air handling units will be a custom fan wall type with similar dimensions, chilled water, heating hot water, and ductwork connections.  New variable frequency drives (VFDs) with disconnects will be provided with the air handling unit.  The units will be required to be installed in sections, with manufacturer coordination. 

The contractor will provide a new temporary air handler, supply ductwork, chilled water piping, smoke duct detector, duct insulation, and damper to the existing supply duct on the first floor duct chase.  When the supply air flow is shut down, the contractor will ensure that the exhaust system for that floor is reduced to a level to maintain proper ventilation for fume hoods while not creating an excessive negative pressure within that floor.    

The estimated duration of the project is up to 10 months (including procurement).

The University seeks Contractors with demonstrated experience in HVAC replacements within an operational facility. Specific experience requirements include: work within a research laboratory/ office building setting with limited staging area, work within an operational facility, and renovations/ upgrades to existing outdated mechanical systems.

The Contractor shall have demonstrated an average annual business revenue of at least $5 million over the last five (5) consecutive years. The Contractor must have demonstrated experience on a minimum of Three (3) comparable projects with the Contractor providing services as Prime General Contractor within the last Ten (10) years.

Comparable Projects should have possessed the following construction challenges: urban site with limited construction and staging areas, repair of buildings requiring proactive and innovative solutions due to noise, dust, and pedestrian traffic while building is occupied and research is ongoing. Installation of temporary air in a limited outdoor space. Project complexity requires tracking of multiple functions, phasing plan development and execution.

Response to the Prequalification Questionnaire must be submitted on the forms contained within the Prequalification Questionnaire available at the address above.

Attendance at the Prequalification Conference is mandatory for Contractors attempting to become prequalified to bid on this specific project.

Short term metered Visitor Parking areas are available in front of Building D (street address is Greenhouse Ln.). There is also a Visitor Parking Lot with Pay Station off Voigt Drive.  Please allow ample time to secure parking. Contractors must be present for the entire conference.

No contractor or subcontractor, regardless of tier, may be listed on a Bid for, or engage in the performance of, any portion of this project, unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 and 1771.1.

This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations.

The successful Bidder shall pay all persons providing construction services and/or any labor on site, including any University location, no less than the UC Fair Wage (defined as $15 per hour as of 10/1/17) and shall comply with all applicable federal, state and local working condition requirements.
