Project Title Graduate and Professional Student Housing – East Campus
RFQ Text The proposed Graduate and Professional Student Housing – East Campus project would include new construction of five apartment buildings, ranging in height from four to eight stories, and a new multi-story parking structure on a 17 acre site. The project would provide approximately 442,000 assignable square feet (ASF) of housing space, including community and support spaces distributed throughout the facilities. The buildings would include approximately 850 micro-apartments (similar to studios) and 250 one-, two- and three-bedroom traditional apartments, providing about 1,355 beds for graduate and professional students and students with dependents.  Approximately 900 parking spaces would be provided in a new structure with some surface parking located adjacent to key access points. Hensel Phelps is the Design/Build Contractor.

The residential building structures will consist of spread concrete foundations, concrete frame/shear walls, CIP concrete floors and roof structure.

Services may include field labor/inspection and laboratory testing for, but not limited to:
1. Reinforced Concrete Tests
2. Asphalt Concrete
3. Structural Masonry
4. Structural Steel
5. Fireproofing
6. Roofing

The parking structure will be post-tensioned concrete slab and beam.

The selected firm will provide testing, inspections and observations of work installed by the University’s contractor as required by applicable state building codes. Services will be required starting no later than November 2015 and will continue through December 2017.

The Construction will consist of 4 distinct, but overlapping phases defined as follows:
1. Demolition, grading, site utilities
2. Parking Structure
3. Graduate Student Housing (Micro-apartments)
4. Family/Faculty Housing

The complete scope of work is delineated in the project plans and specifications.   Respondents are to provide an estimate for material testing and inspection services based upon the schedule, plans and specifications referenced and current prevailing wage criteria.  Due to the size of the files, the documents will be issued on a compact disc.  The cds are available for pick up at UC San Diego, Facilities Design & Construction, 10280 North Torrey Pines Road, Suite 465, La Jolla, CA 92037.  Should you need a cd overnighted to you, at your cost, please contact Jennifer Mora at 858.822.6401,

A firm will be selected based on the following criteria:

A. Related experience on similar projects.
B. Proposed staff experience (include résumés).
C. Firm must be located within 30 miles of the project location.
D. Provide Standard Billing Rate Sheet
E. Estimate of total Fee for the duration of the project.
1. Assume 40 hour work week-no overtime
2. Include sample pick-up charge in unit pricing
3. Include standard fee schedule in addition to the estimate based on the supplied
F. Provide References for similar projects of scope and size.

One electronic copy on CD or flash drive, in pdf format, should be submitted, with any graphic images, spreadsheets or pages larger than 8.5” x 11” submitted in landscape view.  No paper copies requested.  Proposals are due no later than 4:00 P.M., WEDNESDAY, SEPTEMBER 30, 2015.
