Subject to conditions prescribed by the University of California, San Diego (University), responses to the University's prequalification documents for a Design-Build contract are sought from proposers for the following project:

PREQUALIFICATION OF PROSPECTIVE PROPOSERS

The University's primary objective in utilizing the Design-Build approach is to bring the best available integrated design and construction experience to this project.  The University has determined that proposers who submit proposals on this project must be prequalified.  Prequalified proposers will be required to have the following California contractor's license:  B - General Building Contractor

PROJECT DESCRIPTION:

The East Campus Parking Structure 2 will be located on the University’s East Campus on the east side of the Shiley Eye Clinic on existing parking lot P756.

Facilities Design & Construction (FD&C) will prepare a Detailed Project Program (DPP) which will be issued through a Request for Proposals (RFP) to prequalified Design-Build (DB) teams. The DPP will include the program, budget, schedule, construction requirements, approved site boundary, and other design guidelines.

While the campus will require a minimum of 1,200 spaces to be provided for the established budget, DB teams will be strongly encouraged to maximize the number of parking spaces in their submitted designs.  To accomplish that maximization, the RFP will indicate that points will be awarded for additional spaces over the minimum of 1,200. This will create incentives for the DB teams vying for selection to provide as many spaces as economically feasible.

The project elements are:

A Design-Build Contract budget of $18M,
A site is approximately 3.2 acres,
A multi-level parking structure size containing a minimum of 1,200 spaces,
An option to incorporate a 2,000,000 gallon above-ground Thermal Energy Storage (TES) Tank, adjacent to the parking structure with an additional Design-Build budget of $3M.

Construction is to start directly after the IS/MND (mitigated negative declaration) is approved by the UC Office of President and other agency permits are given. This construction start date is anticipated in May 2014.

The University seeks Design-Build teams with demonstrated experience in construction and design of multi-level parking structures with an aesthetic component.  The Contractor shall have demonstrated annual business revenue of at least $50,000,000 for each and every one of the last five (5) consecutive years.  The anticipated contract time is eighteen (18) months from the NTP of Phase 1 to project completion.  Further requirements are outlined in the Prequalification Questionnaire.

No Prequalification Questionnaires will be received after 4:00 P.M., FRIDAY, AUGUST 16, 2013.

The University reserves the right to reject any or all responses to Prequalification Questionnaires and any or all proposals and to waive non-material irregularities in any response or proposal received.

All information submitted for prequalification evaluation will be considered official information acquired in confidence, and the University will maintain its confidentiality to the extent permitted by law.

Response to the Prequalification Questionnaire must be submitted on the forms contained within the Prequalification Questionnaire available at the address above.

Attendance at the Prequalification Conference is mandatory for Contractors attempting to become prequalified to propose on this specific project.

Metered parking spaces are available (for up to 2 hours) in the service yard/shuttle stop parking lot and underground parking area of Torrey Pines Center South. Please allow ample time to secure parking. Contractors must be present for the entire conference.
